In Charting a New Course, RPA describes a vision for the region’s future that reconnects growth with a more equitable and sustainable prosperity. There is enough demand for the region to grow by 2 million jobs and 4 million people by 2040. Without planning, our rate of economic growth could be cut in half and the region will be even less affordable, more inequitable and continue to see its transportation and infrastructure deteriorate. Using the lessons learned from alternative growth scenarios described above, RPA recommends actions to capture almost half of this additional job growth in the region’s core and nearly a third in other downtowns. Population growth should be distributed, but New York City’s population could grow to more than 9.5 million with the adjacent counties growing even faster, creating thriving mixed-income communities across the region.
