Technology has transformed how we communicate, shop, and consume news and information. But government institutions have struggled to integrate technology. With few exceptions, public sector agencies have been slow to leverage technology to better engage with constituents, or improve the services they provide by collecting, analyzing, and sharing relevant data. They also haven’t done enough to ensure everyone has access to affordable and reliable internet service, as they have for other public utilities.
All governmental institutions in the region should promote the use of technology by setting broad objectives and encouraging pilot projects to improve services and communication with constituents. They must also increase access to affordable internet services. To support the region’s hundreds of municipalities, a regional census organization that would be responsible for coordinating and disseminating essential data to improve local services should be established.
