Values
The Fourth Regional Plan is guided by four core values that serve as a foundation across issue areas.
Actions
The plan is organized into four action areas that represent major challenges and areas of opportunity.
-
Fix the institutions that are failing us
The affordability, climate change and transportation crises run so deep that real change can be accomplished only if we address their root causes: governing structures, decision-making and funding. -
Create a dynamic, customer-oriented transportation network
We’ve dramatically underinvested in our region’s transportation system as demand has grown and technology has changed customer expectations. We must expand and modernize transit and airports and upgrade our streetscapes—and do it faster. -
Rise to the challenge of climate change
The reality of climate change requires us to put a price on carbon, adapt to a new coastline, and welcome nature into our communities. -
Make the region affordable for everyone
We can solve the region’s housing crisis, and in doing so help create a more affordable region for residents and businesses alike.
The policy recommendations of this plan will transform communities across the region. But different places have different needs and different aspirations, and some places represent particular opportunities to achieve significant, positive change.
